What is a Contract Administrator?
It is a fact that in international construction, claims
against Owners/Employers, particularly Government Agencies,
are increasing in frequency and value. In this environment,
D.G. Jones & Partners has developed specialist skills in
the field of Contract Administration, and can offer a service
which assists Clients and their design consultants to supervise
and administer construction Contracts, avoid contractual
claims and disputes, and prepare defence against any claims
or disputes that are made by the Contractor.

The Role of the Contract Administrator
The role of the Contract Administrator is to advise on all
contractual and financial matters connected with the project,
since it is often the case that such advice is not readily
available within the Client's selected Consultant teams.
To carry out this role successfully, it is of utmost importance
that the appointment of a Contract Administrator to the
project is made as early as possible, in order that he is
available to give contractual and financial advice before
a Contractor commences on site, and not just during the
progress of the works. In investment projects he should
ideally become involved at the feasibility studies and site
acquisition stage. In construction projects he should become
involved at the design stage or earlier.

Organisation Structure
In order to be able to give advice and assistance on contractual
and financial matters, it is the experience of D.G. Jones
& Partners, that within the organisational structure of
the Client and his consultants, the Contract Administrator
at the pre-Contract stage, should have access directly to
the Client and decision making body.

On the appointment of a Contractor, the Contract Administrator's
role would, in addition, be as an intermediary between the
Client and the design Consultants on one side and the Contractor
and, if necessary, the sub-contractors on the other. This
enables the Contract Administrator to give early advice
on the contractual or financial effects of any instructions,
change orders etc., ensure the maintenance of all project
records between the parties, monitor and report on deviations
from the construction programme and/or situations which
could lead to claims by the Contractor for additional costs
or extensions to the Contract period.
