Islamic Development Bank Headquarters Jeddah, KSA

In 1986, the Islamic Development Bank appointed Nikken Sekkei, Japan's largest firm of Design Consultants, to design and supervise their proposed headquarters project in Jeddah, Saudi Arabia.


The project comprises a high-rise Tower (21 storeys, 1 basement floor, steel structure, total floor area 42,500 M2 ) housing the Bank's Headquarters Offices and the Islamic Research & Training Institute, a domed Conference Centre (4 storeys, 1 basement floor, reinforced concrete structure, total floor area 12,500 m2 containing a 1,500 seat Assembly Hall; a Residential & Social Centre 5 storeys, reinforced concrete structure, total floor area 5,000 m2, a Podium 1 storey, 2 basement floors, reinforced concrete structure, total floor area 40,000 m2 linking the above buildings and providing covered parking for 1,000 cars, and associated external works

D.G. Jones & Partners were appointed by Nikken Sekkei in late 1986 and provided full pre-contract quantity surveying services comprising the preparation of tender and contract documents including contract conditions and Bills of Quantities; comprehensive estimating services; advice and assistance in the prequalification of tenderers and preparing tender reports with recommendations. The documents covered all items necessary to provide a functional building including furniture (both loose and fixed), fixtures and equipment and specialist installations such as building automation systems, audio visual, closed circuit TV, simultaneous interpretation facilities and security systems. The preparation of the contract conditions involved close liaison with both Nikken Sekkei and the Islamic Development Bank (including their legal advisors) and necessitated several meetings in both Jeddah and London in order to ensure that the requirements of the Bank and the laws and regulations of Saudi Arabia were ultimately achieved.

A Contract for the construction of Phase 1 of the project comprising the 21 storey tower and a podium of 28,600 m2, together with associated external works was awarded to Taylor Woodrow International and signed in October 1990, and D.G. Jones & Partners were retained by Nikken Sekkei to provide full post contract quantity surveying services.

D.G. Jones & Partners provided a site team of five surveyors to undertake post contract Quantity Surveying Services and the project was completed in 1993.
