Chief Executive Officer - George A. Younis

George Younis has been with the firm for thirty three years, and has worked in 7 of the Main Offices including Richmond, Beirut, Istanbul, Dubai, Abu Dhabi, Bahrain and Saudi Arabia. He was the Project Director on the Ciragan Palace Hotel in Istanbul (US$ 150M ) which was completed in 1992.

Over the years he has been involved in some of the most prestigious projects in Lebanon including Gefinor Building, Sofil Building, Lebanon Hospital for Mental and Nervous Disorders and other Educational and Public Projects.

He was in charge of Quantity Surveying and Specification lecturing at the American University of Beirut from 1975 to 1982; and has Extensive Claims and Arbitration Experience and worked in this field on Projects in Bahrain, Saudi Arabia and Beirut.

As Managing Director of the firm's Middle East offices, Mr. Younis travels extensively in the region and takes particular interest in the development of the firm's business in Saudi Arabia and Iraq.

Abu Dhabi Office - Christopher Slate
Christopher Slate has 28 years experience in the construction industry, the last 21 years of which have been with D.G. Jones & Partners in Abu Dhabi. He spent the early years of his professional career with a major UK construction company where he was responsible for several major phases of a large power station.

1977 he joined D.G. Jones & Partners in Abu Dhabi where he was responsible for all aspects of QS work for Zayed Sports City Phase I (US$ 130 million). In 1980 Mr. Slate was appointed as manager of the Abu Dhabi office and at present manages office and site staff involved on various projects as well as being actively involved in all the firm's Abu Dhabi work. He has specialised in recent years in claims appraisal and expert witness proceedings. This is all in addition to the preparation of fee quotations, meeting clients and other consultants to secure new work.

Beirut Office - Joseph Psaroulla

Joseph Psaroulla has been based in Beirut ever since he joined the firm in 1980 except for brief periods when he worked in the United Arab Emirates, Istanbul, Cyprus, Kuwait and Paris. He has extensive experience in the Lebanese construction and property market and the projects he was in charge of included the Central Bank in Beirut, the Settlement of Old Contracts (300 No.) for the Council for Development & Reconstruction, Môvenpick Hotel, Souks of Beirut, Forum Hotel, Ritz Carlton Hotel, Lebanese American University, and many others.

Beirut Office - Claims Management - Sami Younis

Sami A. Younis joined the firm in 1977. Graduated in 1982 from Portsmouth Polytechnic in UK. Worked for the Beirut Office till end 1984. Managed D. G. Jones & Partners Paris Office from January 1985 to May 1996 where he acquired the title of Health and Security Officer on building projects from the French Ministry of Works and moved back to Beirut Office from 1996 - 2002. End 2002, appointed as the Business Development Director in the Middle East Region, based from Dubai, United Arab Emirates.
His experience in France covered various aspects such as developing the firms' interests in Western Europe in addition to the French Market. Experience was gained in the field of Interior Decoration working closely with the various design teams providing Interior Decoration Services to the Royal Family in KSA, also on various Audio visual, Industrial and Petrochemical projects, and namely Leuna 2000 in Germany with Technip Engineering, also providing Petrochemical Claims for TOTAL Petroleum, and assisting Elf Acquitaine in Nigeria on contractual matters.
His Claims Management and Contract Administration experience in the Middle East is, the Beirut Government University Hospital, Beirut International Airport, Leisure Hills Dbayeh - Lebanon, Al-Murrabbah Center - Riyadh KSA, Kingdom Housing Project - Riyadh KSA, Kingdom Hospital - Riyadh KSA, Al-Ahsa Hospital- Hofuf Eastern Province KSA, Half Moon Village - Jeddah KSA, Coral Beach Sheraton Project - Beirut Lebanon, Grand Hyatt Hotel - Dubai U.A.E, Ruwais Housing Project - Abu Dhabi U.A.E, Safa Park - Dubai U.A.E.

Cairo Office - Mohammed Halabi

Mohammad Halabi started out his professional career in 1989 in London as a site based QS working for a contracting company. He joined our Beirut office in 1992 and was involved in the preparation of pre-contract documents for numerous projects of various sizes in and outside Lebanon . He was seconded to work with CCC on the Beirut International Airport Project where he was responsible for the preparation of Monthly Applications for Payment on this $600M project.

He was later seconded to work with Debbas Enterprises (Electromechanical Contractors) on both the Airport and the Phonecia Intercontinental Hotel projects.
Mohammad was then moved to the Egypt operation where he was resident QS for the Hilton Dreamland Golf Resort before being seconded as a Contract Administrator on the Golden Pyramids Project in Cairo . He has recently been appointed as Associate Director in charge of the Cairo office.
Mohammad has reasonable experience in contractual correspondence and contract administration and has very good knowledge in the preparation of pre-contract documents. He is also reasonably knowledgeable in the field of property appraisals.

Dubai Office - Michael Noble

Michael Noble has 32 years experience in the construction industry, the last 24 years of which have been with D G Jones & Partners in the Middle East. He spent the early years of his professional career 'in private practice in London. In 1975, he joined D.G. Jones & Partners to establish a new office in Doha, Qatar, which he managed for six years.
Major projects undertaken included a residential complex for Qatar Steel Co., Doha Zoological Gardens, radio and television studios complex, Salam Plaza shopping and office development and the HQ building for Gulf Organization for Industrial Development (GOIC).

In 1982, Mr. Noble returned to London as Executive Director in charge of all quantity surveying services for the US$ 500M Sultan Qaboos University and Teaching Hospital.

In 1986, Mr. Noble moved to Dubai with responsibilities as Financial Director for the firm's other offices in the Middle East. He has specialized in recent years in initial budget estimating and cost planning, drafting of construction contracts and resolution of contractual disputes. He has acted as chairman of an arbitration tribunal and has also successfully represented the building owner's interests in arbitration proceedings against renowned international claims consultants.

Dubai Office - Elie Kfouri

Elie Kfouri joined the firm in 1986. He has worked in the Middle East offices in Saudi Arabia, Lebanon, Cyprus, Turkey, Bahrain and U.A.E. He has wide experience in all pre-contract works for large projects. In 1989 he was transferred to Istanbul as Assistant Manager leading and coordinating a team of 6 site-based quantity surveyors on the refurbishment of a large Palace and conversion to a luxury Hotel. He was responsible for setting up and maintaining a budget and cost control system for this US$120 million construction management project.
In 1993, Mr. Kfouri returned to Beirut and took charge of all pre-contract work, assisted the office manager in administration, contractual and commercial negotiations and introduced and supervised the firm's Quality Assurance program. He is now the Dubai office manager responsible to the Resident Director for the efficient day to day running of all pre-contract and post-contract work. Part of his duties is to give professional advice to the Engineering department at the Dubai Aluminum Smelter (DUBAI). He has good experience in computer software and hardware.

KSA Office - Khaleel Kanadilo

Khaleel Kanadilo has over 20 years of experience in the Construction industry. He obtained an honors degree in Quantity Surveying and Construction Economics in 1987, from Salford University – U.K. and obtained his early training at a private office in Manchester .
Mr. Kanadilo has extensive experience in the Middle East Market, as he started his career working for an International PM & QS firm based in Cyprus and covering the ME Region, and specialising in Contract Administration and Claims Management.

Khaleel is competent in the contractual aspects of projects, providing contract administration and claims management functions to clients. His recent experience includes the preparation of a claim (US$ 60 m) for a European contractor in Iraq, was in charge of Project Controls for a prestigeous project (US$ 125 m) in KSA on behalf of Saudi Binladen, and solely administered and managed all contract administration functions of the Pilgrims Accommodation Project in Mina (Phases II & III - SR 1,000 m approx.) and Water Networks Project (Phase III – SR 50 m) in Mekkah, KSA on behalf Saudi Oger Ltd. and prepared claims (SR 125 m) on their behalf.

Mr. Kanadilo was also appointed as Senior Quantity Surveyor of the Technical Audit Team for a Major Oil Project in Yemen, where he headed a five-man team of professionals of different oil-related disciplines, to carry out the complete Financial Audit of the accounts, payment certificates, rates, billing and pricing, etc., of both the Operator's and the Contractor's, whereby a Financial Report was drafted for submission to the Owners.

Kuwait Office - William Wharton

William Wharton has over 20 years experience working in the construction industry. He obtained his degree in Quantity Surveying in 1984 and during his time at D.G. Jones & Partners has become a Fellow of the Royal Institution of Chartered Surveyors as well as a Member of the Chartered Institute of Arbitrators and a Member of the Chartered Management Institute.
He joined D.G. Jones & Partners overseas in 1996 and has worked in our Lebanon, Saudi Arabia, Qatar and Dubai Offices, and in 2002 was appointed Associate Director for the Kuwait Office.

 
During his Middle East experience, Mr. Wharton has worked on behalf of Government Agencies, contractors and multi disciplinary practices and has been the Senior Quantity Surveyor and Contract Administrator on royal palaces, oil and gas projects, technology parks and hotels. He has very good experience in computer software and hardware and has used programming languages and computer aided taking off systems.
Mr. Wharton is now responsible for the day to day running of the office and business promotion of the firm in Kuwait.
